Queens County residents suffered space heating and domestic hot water loss due to catastrophic flooding from the remnants of Hurricane Ida on September 1, 2021. The Ida Emergency Electrification Pilot Working Group (IEEPWG), was convened to help these residents install heat pumps to address space heating and domestic hot water needs, and aid in long-term resiliency. By providing an electrified solution to replace boilers and furnaces damaged in the extreme weather event.
NHS Queens, in collaboration with KC3 and CNYCN, identified 15 homes in the East Elmhurst and Flushing area, and up to residents, or more, were affected. Of the 106 residents, 74 are homeowners, and 32 are renters. These are two-floor, single-family homes, built on average in 1941, with an average 1,549 sq ft. The goal for this pilot was to provide emergency heating assistance to homes and address the need for potential electric panel repair/upgrade/relocation above flood plane to improve resiliency against future extreme weather events. The IEEPWG convened in October 2021 to discuss resident intake through NHSQ, with administration support by CNYCN and CleaRESULT through the existing NYSERDA EmPower Program structures and drafted a scoping document. A pool of contractors supporting energy efficiency and heat pump installations in the NYC area were identified. Leveraging the installer networks that NYSERDA Clean Heating and Cooling Community Campaigns built out as part of their partner outreach, the Ida Pilot Working Group supported initial outreach of contractors that provide envelope and heating repair/replacement.
As of March 25th, 2022 the IEEPWG completed 12 air source heat pump installations; 7 were completed by Green Team LI and 5 by Centsible House.
